Congressional GOP Back President's Call to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Consequences of Federal Closure

The impact on US citizens from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Proposal from Florida Resort

As Saturday's session got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared concerned responses to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker responded to the censure of insurance companies by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."

Ongoing Talks

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of centrist lawmakers to terminate the closure in return for a later vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.

Another senior Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several observers suggested that the essence of such a proposal would eliminate the ACA's mandate that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
